Appeal launched for flood pics

A host of photographers,perforated metal mesh, both professional and amateur, captured the mayhem caused in various parts of the country by the ongoing floods,Thailand’s Water Management to Be Improved to Fight Flooding Situation-metal etch, the most destructive in living memory. While some of these images have already been widely circulated online and in the media, many remarkable shots may have yet to be uploaded or developed.

Last week, the Ministry of Culture issued an open invitation to members of the public to submit personal photos taken of the floods for possible display at an exhibition to be staged from December 8 to 30 on the 9th floor of Bangkok Art and Culture Centre (BACC), and from December 11 to 15 at the Phra Nakhon Si Ayutthaya Tourism Complex in the Old City Hall in Ayutthaya.

Entitled Water+Empathy 2011,Froc mulls disbanding as emergency phase ends-Flood Barrier, the show is being organised in tandem with the Royal Photographic Society of Thailand, the BACC, Bangkok Metropolitan Administration and the Tourism Authority of Thailand. Its aim is three-fold: to amass a pictorial record of the national disaster; to highlight the indomitable spirit of Thai people as they coped with the floods and extended a helping hand to others who needed it; and to raise funds to allow the Fine Arts Department to restore sites of historic significance which have been inundated.

HRH Princess Maha Chakri Sirindhorn will be contributing some pictures she took while touring flooded areas. Photographs chosen for the exhibition will also be displayed online (visit www.bigcamera.co.th/Water+Empathy2011).

The QIAOSHI’s Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible metal wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

Assembly
Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. 341,000 flood-hit workers re-employed

Mr Arthit said 14,749 factories hit by the flood deluge in 31 provinces have now restarted production and taken back 341,285 workers.

However, 39 auto-parts factories in flood-hit industrial estates had shutdown and terminated employment contracts with 10,957 workers – 30 factories in Ayutthaya province with 8,789 workers, six in Pathum Thani with 1,678 workers,expanded mesh, two in Chachoengsao with 459 workers, one in Saraburi with 31 workers, said Mr Arthit.

To help these laid-off workers, the Labour Ministry had launched a ”Friends Help Friends” project under which they could be employed for two to three months in provinces that were not hit by the flooding.

A total of 599 factories in 46 provinces had signed on for the scheme with 71,112 jobs available. So far, a total of 11,775 affected workers had applied,Flood prevention the easy way-HESCO, he said.

Labour Minister Padermchai Sasomsap said workers whose employment contracts had been terminated would not be jobless.

Mr Padermchai said there was nothing to worry about because these workers would get compensation and other benefits if they are unemployed. The ministry also has more than 100,000 jobs available for them.

The ministry had an agreement with the flood-affected industrial plants that they must not lay off workers if they want assistance from the government, he said.

Many manufacturers had agreed to resume operations and continue hiring their workers, he said.

“What I am concerned about now is a possible worker shortage problem.

“This is because some workers might not return to work due to concerns that the factories might be flooded and closed again,” said the minister.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

Bangkok will host the World Tunnel Congress on May 18-23, after Canada and Finland held the meeting in 2010 and 2011, respectively.

The super tunnel has won early backing from Bangkok Metropolitan Administration’s deputy governor Teerachon Manomaiphibul,Thailand’s Water Management to Be Improved to Fight Flooding Situation-HESCO, who has urged the government also to get behind the project.

Kuala Lumpur has also approved a new 9.7km tunnel divided into levels – a motorway on the upper stretch and a sewer on the other.

But these problems can be avoided if the tunnel is built and “its construction has nothing to do with the expropriation of vast tracts of land as required by the construction of a floodway”, said Mr Suchatchawi. He chairs the Thailand Underground and Tunnelling Group under the Engineering Institute of Thailand, which will take part in the 2012 World Tunnel Congress in Bangkok between May 18 and 23 next year.

Advocates of the tunnel idea say conventional methods for directing water fail to do the job. Many networks of canals are illegally blocked by houses, which limits their effectiveness. Draining water from land which is densely occupied by communities can also lead to conflicts.

Mr Suchatchawi said he was especially upset comparing Bangkok’s tunnels with Singapore’s 300km tunnel network.

“We must have the government implement this tunnel project. The Bangkok Metropolitan Administration alone can’t do it. It needs a huge investment,” said deputy BMA governor Teerachon. “But I agree with the project.”

The tunnel would be built near the Bang Pa-in-Samut Prakan outer ring road, extending 100km from Ayutthaya’s Bang Pa-in district to Samut Prakan, which is the exit of the tunnel to the Gulf of Thailand. The tunnel will be divided into two storeys. Its upper half of 5m would be a six-lane road while its lower half would serve as a sewer to drain 130 million cu/m a day of storm water.

Bangkok can also earn “added value” as floodwater will be used to produce between 400 and 600 megawatts of electricity with a vertical tunnel called a “Power Generation Shaft” built as part of the project. Construction should take two years if the project is joined by many construction firms building different sections, Mr Suchatchawi said.

International body goes underground

The US has a 174km tunnel in Chicago, and Japan a 64km tunnel to drain stormwater.

Civil and mining engineers meet at the conference each year to present and exchange views on technologies and projects relating to underground constructions.

Although the huge tunnel, 10 metres high and 24 metres wide, would cost an enormous 200 billion baht, engineer Suchatchawi Suwannasawat, who suggested the idea, believed the project “suits Bangkok better than other alternatives”.

The city also plans to build another three tunnels, mostly 5m in diameter, as part of its flood prevention measures.

Thailand is not the only country that is troubled by floods,Sludge Dewatering Belt, Mr Suchatchawi said. Others countries face the same problem, but they have tunnels to drain water.

But in case Bangkok suffers such a large flood again, Mr Suchatchawi said, the upper half of the tunnel could be turned into a floodway to boost drainage to 260 million cu/m a day.

The varying topography of the city, with some areas higher than others, makes it difficult for officials to drain and direct water to the routes they want.

City Hall has built its own giant tunnel linking Rama IX and Ramkhamhaeng roads. The 5km tunnel, 5m in diameter, which opened in February this year, can drain water at 60 cu/m a second.

The World Tunnel Congress is an international conference supported by the International Tunnelling and Underground Space Association.
