The government may feel relieved after Monday’s vote of confidence for Justice Minister Pracha Promnok,Playground Fence, but there are some real problems that must be fixed by the Flood Relief Operations Command (Froc) which he heads.

One key question raised by the print and social media is whether the flood crisis was caused by human error or by natural phenomena. Some foreign investors have said the damage caused would not have been so extensive had relief and prevention operations been efficient.

The government cannot ignore the opinions of these investors and other groups of affected people. Appeal launched for flood pics

A host of photographers,perforated metal mesh, both professional and amateur, captured the mayhem caused in various parts of the country by the ongoing floods,Thailand’s Water Management to Be Improved to Fight Flooding Situation-metal etch, the most destructive in living memory. Last week, the Ministry of Culture issued an open invitation to members of the public to submit personal photos taken of the floods for possible display at an exhibition to be staged from December 8 to 30 on the 9th floor of Bangkok Art and Culture Centre (BACC), and from December 11 to 15 at the Phra Nakhon Si Ayutthaya Tourism Complex in the Old City Hall in Ayutthaya.

Entitled Water+Empathy 2011,Froc mulls disbanding as emergency phase ends-Flood Barrier, the show is being organised in tandem with the Royal Photographic Society of Thailand, the BACC, Bangkok Metropolitan Administration and the Tourism Authority of Thailand. Its aim is three-fold: to amass a pictorial record of the national disaster; to highlight the indomitable spirit of Thai people as they coped with the floods and extended a helping hand to others who needed it; and to raise funds to allow the Fine Arts Department to restore sites of historic significance which have been inundated.

HRH Princess Maha Chakri Sirindhorn will be contributing some pictures she took while touring flooded areas. Photographs chosen for the exhibition will also be displayed online (visit www.bigcamera.co.th/Water+Empathy2011).

With the flood crisis continuing. Subhasakdi Krishnamra, the chairman of Deloitte Southeast Asia, recommends this simple checklist for business leaders to follow in recovering their operations:

- Perform a situation analysis including a full business-impact assessment.

- Study options and strategies for reassessing markets and financial positions.

- Communicate with relevant parties _ authorities, customers, employees and insurers _ regarding the repair and rebuilding of premises, operations, IT systems and equipment, followed by returning the employees to work.

- Update crisis-management plans.

Recently, I spoke with three executives about how they view and have responded to the crisis.

Moving forward with improvements

“After last year’s unrest,welded wire mesh, we formed an emergency committee comprising all the main executives. We’re most concerned about an uninterrupted electrical supply, so we obtained a power generator a month ago,” said Panita Tuchinda, the managing director of Thai Insurance Plc.

“Taking care of our employees is a priority. We keep them updated on the situation, and we’re proud to have been able to keep serving our customers as usual. “We have a special fact-finding committee that has been following the situation including by going out on personal inspections since our factory in Bangkok is on the bank of a canal close to the Bang Na-Trat intersection,” says Pramote Tiasuwan, the managing director for manufacturing at Pranda Jewelry Plc, a maker and exporter of gold, silver and costume jewellery.

“Of our three core values, human capital is always our first priority, followed by machinery. In this regard, we have a clear policy of providing support from the inside out. Staff are the first group to receive our support. We also help our direct contacts such as royal goldsmith instructors in the Salaya area of Nakhon Pathom and their families. Then there are donations to the general public as well.

“With so many small factories forced to close, the crisis has turned into an opportunity for us. Our customers have become even more confident in us since it is clear we can produce amid a difficult situation. The ability to switch production from one factory to another quickly is crucial. If necessary, we can move 500 employees from our Bang Na site to our Nakhon Ratchasima location in only 12 hours.”

Playing it by ear

Our human-resources team stays in close communication with those in need to provide moral support. Next, we do our best to protect our factories including all the machinery. We also call our customers to see if they need any help such as with moving their stocks. “The effects of the flooding on our supply chain has forced us to adjust our business model. We’ve had to outsource and import more. It’s also an opportunity for us, as many factories have been affected by the floods.

Experts believe the government should revamp the economy in next year’s first quarter to avoid any severe effects on employment figures.

Risk factors next year will include the fragile global economic situation stemming from the EU financial crisis, while the US and Asia may not expand at a satisfactory rate.

Dr Thanavath urged the government to help industries by alleviating economic burdens such as the oil prices and high interest rates.

He believes the central bank’s Monetary Policy Committee will cut the key policy rate by 50 basis points to revive the economy by the end of the first quarter.

A centre survey of business entrepreneurs showed 74.4% of more than 700 respondents found their performances in the fourth quarter have been slower than in the same period last year in terms of both revenue and profits while costs have been rising.

The main factor affecting their businesses is the flood crisis, followed by oil prices and the global economy.

The centre reaffirmed its estimate that flood damage will shave 3.1 to 3.4 percentage points or almost 350 billion baht off the gross domestic product.

Damage will be 200 billion baht to the industrial sector, 80 billion to agriculture, 25 billion to tourism, 30 billion to trading and 6.7 billion to other sectors including transport and services.

However, taking into account damage of 500-700 billion baht to public and private assets and 100-200 billion baht to exports, the total estimate comes in at 1-1.2 trillion baht.

Sauwanee Thairungroj,Shake up Froc-Hesco Bastion, the university’s vice-president for research,Sheep fence, said the government should also cover education expenses, as people will need money for home repairs after the floodwater recedes.

A recent survey showed home repairs would take up 23% of victims’ household budgets. But the respondents said they need 80% of their budget for necessary items.

As the flood crisis continues to dominate headlines here in Thailand, forward-looking companies are on the move to seek growth opportunities that will emerge in post-crisis business.

In this article, we examine reactions and post-crisis strategies of winning companies that have successfully weathered other disasters.

There are lessons to be learned from these strategies that can be adopted by companies in Thailand.

The current flood crisis has been called Thailand’s worst, in terms of both water volume and the number of people affected.

Half of the country has been affected. Over 600 fatalities have been reported to date. Views of just how bad it is vary. Some estimate that the cost of direct damage is over 150 billion Baht ($5 billion). Other executives believe this estimate could be significantly understated.

By comparison, in the case of the crisis from the tsunami in Japan, direct damage resulting from the destruction of highways and buildings was around $120 billion to $300 billion. Secondary damage from rolling electricity blackouts, declines in production due to disrupted supply chains, and revenue losses has been estimated to add another $50 billion to $180 billion. The cost of more than 12,000 lives is immeasurable.

By comparison, the current Thai flood crisis is less extreme. But it is complex in its own way with potentially significant ripple effects on almost every socioeconomic class and multiple industries.

The impact of the flood on the Thai economy is likely to be both negative and positive. In the former, we have the immediate impact on production disruption, property loss, and insurance & banking losses. However, moving forward the clean-up may actually have stimulatory effects for two reasons.

Firstly, demand for lower skilled labour and all the compensation paid are likely to have an immediate stimulatory impact. The question then is how companies _ big and small _ can take advantage of the situation.

We have observed that in the wake of Japan’s tsunami disaster, forward-looking companies in Japan moved meticulously through their emergency backup plans and returned to business quickly.

At the same time, they actively sought growth opportunities presented by the post-crisis business environment. Several common themes emerged:

- Create a separate disaster-management team Managers will be fully occupied addressing day-to-day business operations in the aftermath of the crisis. So it is critical that companies set up a separate disaster-management team _ similar to a project management office _ to focus on business recovery and communications. Communicating frequently clearly and often to all stakeholders, employees and customers is also a critical role that this team should play. Companies in Thailand can get ahead by setting up such team while waiting for water to subside.

- Segment businesses and products according to risk and opportunity Of course, some lines of business will be negatively affected by the flood. But the impact on others will be neutral, or even positive. For each business line, companies should develop an action plan that is based on both risk and future post-crisis outlook. This will allow companies to think through potential negative impacts and identify how to best seize opportunities.

- Rethink current activities It is critical that companies analyse how the disaster may change demand and consumption patterns, or otherwise alter the business landscape. This analysis must be done holistically, by looking not only at the immediate supply chain but also several steps away from the immediate goods. For example, automakers should consider the supply and price of steel post-flood, given that there will likely be an increase in construction activities to rebuild and recover affected areas.

- Identify and position to capture business opportunities In addition to taking defensive measures, smart companies also went on the offensive and sought new opportunities for growth. Certain businesses _ for example, those focusing on infrastructure investment or consumer products that address home, convenience, or safety concerns _ can expect to expand in the wake of a disaster. On the consumer side,蛇篭, Japanese consumers modified their daily routines in response to the increased stress they faced. They engaged more frequently in activities such as “cocooning” at home and reading. They also scaled back on other activities _ most notably, making purchases related to travel, real estate, automobiles, and other durable goods. Thinking through probable changes to consumer behaviour will likely identify new business opportunities.

When companies seize these opportunities, more winners will emerge after the storm.

However, 39 auto-parts factories in flood-hit industrial estates had shutdown and terminated employment contracts with 10,957 workers – 30 factories in Ayutthaya province with 8,789 workers, six in Pathum Thani with 1,678 workers,expanded mesh, two in Chachoengsao with 459 workers, one in Saraburi with 31 workers, said Mr Arthit.

To help these laid-off workers, the Labour Ministry had launched a ”Friends Help Friends” project under which they could be employed for two to three months in provinces that were not hit by the flooding.

A total of 599 factories in 46 provinces had signed on for the scheme with 71,112 jobs available. So far, a total of 11,775 affected workers had applied,Flood prevention the easy way-HESCO, he said.

Labour Minister Padermchai Sasomsap said workers whose employment contracts had been terminated would not be jobless.

Mr Padermchai said there was nothing to worry about because these workers would get compensation and other benefits if they are unemployed. The ministry also has more than 100,000 jobs available for them.

The ministry had an agreement with the flood-affected industrial plants that they must not lay off workers if they want assistance from the government, he said.

Many manufacturers had agreed to resume operations and continue hiring their workers, he said.

“What I am concerned about now is a possible worker shortage problem.

“This is because some workers might not return to work due to concerns that the factories might be flooded and closed again,” said the minister.

Suspected corruption involving some Froc officials was exposed by the opposition Democrat Party during last Sunday’s censure debate against Pol Gen Pracha. These allegations must be investigated by the government to maintain public confidence in its ability and honesty.

The government cannot ignore the opinions of these investors and other groups of affected people. By admitting its own mistakes and taking prompt remedial action, Froc can regain public confidence. This would help draw more support for its post-flood rehabilitation operations.

Bangkok will host the World Tunnel Congress on May 18-23, after Canada and Finland held the meeting in 2010 and 2011, respectively.

The super tunnel has won early backing from Bangkok Metropolitan Administration’s deputy governor Teerachon Manomaiphibul,Thailand’s Water Management to Be Improved to Fight Flooding Situation-HESCO, who has urged the government also to get behind the project.

Kuala Lumpur has also approved a new 9.7km tunnel divided into levels – a motorway on the upper stretch and a sewer on the other.

But these problems can be avoided if the tunnel is built and “its construction has nothing to do with the expropriation of vast tracts of land as required by the construction of a floodway”, said Mr Suchatchawi. He chairs the Thailand Underground and Tunnelling Group under the Engineering Institute of Thailand, which will take part in the 2012 World Tunnel Congress in Bangkok between May 18 and 23 next year.

Advocates of the tunnel idea say conventional methods for directing water fail to do the job. Many networks of canals are illegally blocked by houses, which limits their effectiveness. Draining water from land which is densely occupied by communities can also lead to conflicts.

Mr Suchatchawi said he was especially upset comparing Bangkok’s tunnels with Singapore’s 300km tunnel network.

A 100-kilometre tunnel linking Ayutthaya and Samut Prakan has been suggested as the latest solution to tackling floods in Bangkok to better direct water and avoid conflicts among residents.

The tunnel would be built near the Bang Pa-in-Samut Prakan outer ring road, extending 100km from Ayutthaya’s Bang Pa-in district to Samut Prakan, which is the exit of the tunnel to the Gulf of Thailand. The tunnel will be divided into two storeys. Its upper half of 5m would be a six-lane road while its lower half would serve as a sewer to drain 130 million cu/m a day of storm water.

Bangkok can also earn “added value” as floodwater will be used to produce between 400 and 600 megawatts of electricity with a vertical tunnel called a “Power Generation Shaft” built as part of the project. Construction should take two years if the project is joined by many construction firms building different sections, Mr Suchatchawi said.


International body goes underground

The US has a 174km tunnel in Chicago, and Japan a 64km tunnel to drain stormwater.

Civil and mining engineers meet at the conference each year to present and exchange views on technologies and projects relating to underground constructions.

Although the huge tunnel, 10 metres high and 24 metres wide, would cost an enormous 200 billion baht, engineer Suchatchawi Suwannasawat, who suggested the idea, believed the project “suits Bangkok better than other alternatives”.

The city also plans to build another three tunnels, mostly 5m in diameter, as part of its flood prevention measures.
